Why does Israel have more than the USA?

All it took was a few measley rockets from Palestine to get them to invade. It took a full nuclear strike on the Harbor from Osama Bid Laden, the Prime Minister of Iraq to get us to invade Iraq. What gives. Somebody explain why the US moves so much slower and is so much weaker? And why cant we find Saddam Hussein, the mastermind of the 9/11 attacks and leader of Alqueda? This is frustrating. We're so incompetent. Cheney is an awful president. All he cares about is Haliburton and hunting.
