What's the most effective way to lose weight?

I am 20... And around 145 pounds. The problem is its fat.. Not muscle. I have tried everything I can think to lose weight.. It's mainly my thighs and backside.. And a little gut.. I'm so embarred to even show my legs to my boyfriend..:( Can someone tell me what's the quickest and most effective way to drop this fat...?
